I am very delighted to hear of your strong willingness to work on our GEWS project (References (a) to (c) above) — particularly on the water management in Nile River basin countries with colleagues in Rwanda, Burundi, Ethiopia, etc. in eastern Africa in the initial phase.

Our GEWS project is to promote capacity building of bureaucrats and aspiring young leaders with the use of scientific and rational approach to the policy analysis and evaluation for decision-makings, basing on “facts and figures" as opposed to the use of "insights, habits or traditions." H.E. Ambassador, Dr. Justin N. Seruhere once said in his msg that our GEWS approach is relevant to peace building and beneficial to countries emerging from conflict and to ensure they don't return to the vice.
